The Swedish National Board of Institutional Care (SiS) is an authority responsible for individually adapted compulsory care for young people with complex psychosocial problems and for adults with substance abuse issues. Job Description
Do you want to work in a key role and contribute to the daily functioning of our operations? Apply for the position of HR Administrator at SiS!
As an HR Administrator, you will be responsible for all types of administration related to HR, such as administration during hiring, payroll management, archives, diaries, and personnel records. You need to be knowledgeable about laws and regulations regarding payroll management and working time agreements. Part of your work will also involve producing personnel administrative documentation, compiling and presenting HR controls to ensure correct payroll disbursements.
We work with the systems Primula and Besched, and experience working with these systems is an advantage. We have the Swedish Agency for Government Employers that pays salaries, and you need to communicate with them on all relevant issues.
In your role, you will be the backup for our staffing planner. This means you should be able to handle staffing and substitute procurement, and have a good overall view of this. You will also work together with staffing planners and unit managers to plan for long-term staffing, for example, in preparation for summer vacations. Therefore, part of your work will involve recruiting substitutes.
Our HR team, consisting of an administrative manager, HR generalists, staffing planners, and financial administrators, works closely together, and we need to be able to cover for each other in various matters. As in all administrative roles, it is difficult to present all the tasks involved, which means we are looking for a flexible person who is willing to pitch in where needed. We are an institution with two operational sites, Kalix and Sävast, so travel in the role may occur.
Experience in financial management is advantageous as the institution needs an administrator who can take on that role in case of absence.
Qualifications
To thrive and succeed in the role of HR Administrator, we believe you are driven by the opportunity to work in an organization that is in the midst of significant change. You have a good ability to work at a high pace while maintaining an overview of the whole. You are attentive and structured, and you have a good ability to anticipate needs and plan your work accordingly. The work involves being a support function to the core operations, which requires a strong sense of service and a professional approach. You also need to be able to interpret and implement laws and agreements regarding pay and working hours in practice.
You should also have:
- Relevant post-secondary education focused on HR/administration or other education combined with work experience that SiS considers equivalent
- Good knowledge of and understanding of legislation and regulations regarding working hours
- Experience working with HR administration
- Good knowledge of the Office suite
Knowledge of personnel and staffing systems, such as Besched, is advantageous, as is experience in financial administration.

Employment:
The position is a permanent full-time employment starting with a six-month probationary period. Start date according to agreement.
